USB 3.0 is out which makes USB 2.0 slower in comparison, the speed differences is about 10 times. The theoretical speed of a USB 2.0 is 60Mbps (Megabytes Per Second) but I bet reaching that maximum speed is either rare or far from it.

Now the speed may vary such as Pendrive or flash disk, they have a limited read and write speed. Depending on the built, some are built for optimized speed which are expensive compare to any regular ones which compensate speed for a cheap price. External hard disk in other hand may take full advantage of this trick due to it's higher read and write speed. Now let's get it on :)

First load or insert the USB devices to a USB Port.

You can close the autorun box and head to system properties and son on to device manager.

Now depending on your devices manufacturer and names, you might need to double check if you have same brand or same devices connected. Double click it to view it's properties.

In the device properties, head to policies tab. By default "Quick Removal" have been selected, select "Better Performance" and hit ok to accept changes.

Now once all the above steps is done, you should be able to transfer files much faster then before. A reminder though, you need to safely remove hardware before unplugging the USB device, if you find it troublesome you can always revert to the default by selecting "Quick Removal" instead.
